To log in to your List Loop account as administrator you need to go to:

http://mail.tdmedia.com/l/serve.cgi?f=sign_in&l=LISTNAME

where LISTNAME is the name of your list.

Look for the "Send List Message" link in the upper right corner of the screen. In most cases this is the first screen you arrive at after you log in. Most users will want to use the advanced send link on the right side of this screen.
